This is often considered to be the best shore dive on Maui. It's an artificial reef created when a hurricane (in the 1990's) destroyed an old concrete wharf (built in the 1920's). It is located just North of Lahaina next to a busy boat launch ramp. When I came here (Feb. 21, 2018) there was a small scow full of gravel being unloaded into a truck. I was hoping the stirred-up sediment wouldn't ruin the visibility. I entered the water at the left side (when looking out from shore) of the ruined wharf. The water was almost too shallow to swim for half of the way out along the part of the wharf that is still standing. At low tide, you'd have to wade out for awhile before being able to swim.
Out past the tip of the remaining wharf, the destroyed concrete pillars stretched out in a jumbled pile on the bottom. They were almost completely covered with coral. Several turtles were swimming around. There were lots of snorkelers above me from a visiting charter boat. Visibility was around 50'. The wreckage ended about 30' deep. I saw a few white-tip reef sharks hiding under the concrete slabs.
