This is a beach in Apra Harbour on the Navy base. It's not accessible to the public unless you have access to the base. It's not as well-known a dive site as nearby Gab Gab Beach, but when I was here Gab Gab was closed for some reason and the military police were patrolling and turning people away. We came to San Luis Beach on Mar. 5, 2019. You can park right next to the water. There are covered picnic areas, a fresh water shower and cement steps down to the water. After swimming out over the shallow reef we descended down the coral slope and followed it away from shore. Our maximum depth was around 80', but like most sites on Guam, I found the most variety and abundance of life to be in the top 30'.
I found this to be quite a decent dive. Like many of the protected Apra Harbour sites on Guam, there seems to be a greater variety of healthy corals than most of the outside sites that are more exposed to waves.
